Doesn't seem to be working?

I'm using NeoVim and this plugin doesn't seem to be working. I have the scroll keys rebound to j and k but doing 50j in my ~/init.vim doesn't smooth scroll. I also don't notice a smooth scroll when I'm just holding down j or k.
