add persional github-package error with "Permission denied"

when I create a personal-npm-package and pushlish to https://npm.pkg.github.com/

with local-login with npm, can install with npm

but yarn get Permission denied

note, yarn can't login with password but use npm username.

.npmrc with person-token also nothing use.
