Hotseat (the original word definition) means sending your save file to another player (e.g. via email) and he plays his turn, and he sends you the save file. Then you play your turn and you send him. Ad infinitum
In-game, when I start the campaign mode, and press Co-Op, and click the visibility dropdown, I can choose Hotseat
Pressing Enable hides the button and simply lingers a Cancel button which is visible since one pressed the^ Hotseat mode.
There should be text below the Hotseat header, where the IP/Port is normally, which says something along the lines of: "Active: In this machine, players swap turns. All locally (no internet)"
Currently, it says nothing at all, aka ""
This results in confusion from the user, thinking intuitively to await in that screen until P2 joins via New Battle.
It also gives the illusion that a player can play Campaign Mode with Hotseat mode with another player online.
(Edit: Turns out it's implemented in 1.7.0 but it has regressed in latest version)

4. It is now possible for a player to join a campaign directly from the main menu (New Battle), without needing a save file. The joining player cannot access their own bases or crafts, and cannot purchase items or equip soldiers while in a teammate’s base, but can still take part in Battlescape missions. In Battlescape, the host can give soldiers to a teammate. If the connection is lost, the joining player is returned to the main menu. Please note that this feature is still a work in progress and may change later.
