You could make this a great plugin with a few modifications.
Add a per site feature, so you can set the encoding on a site, url, or domain basis.
Add more encodings, like ShiftJIS and so forth, since most sites don't display correctly because a non-utf8 or a non-iso site didn't specify an encoding.
Doing that would make this the ONLY plugin in EXISTENCE for ANY browser to allow you to an force encoding on websites.
