Rename repository to `docs` by 2027

In 2027 WPILib will be used by both FTC and FRC.

I think docs might be too generic

There is still much discussion going on around how the 2 programs will be able to integrate. My thought is that if we would make a change it would be wpilib-docs or first-docs but that is just theory until we get more concrete information.
