Option To Change Package Manager

Description

We need a way to change the package manager in the project from the CLI, I know that we can do that in the package.json but it would be easier to just do the command especially since I'm gonna have to look up the version for the package manger.

I think this should be a very low-frequency operation. Can we just have the Code Agent do a one-time migration directly?
