Dead code elimination on SSR environment

I have a React SSR website with interactive graph embedded, using cytoscape (422.5k minified). The graph is mounted on client using useEffect. As far as I know, useEffect is no op on SSR, but it's still bundled there.

I tried to wrap useEffect with if (!import.meta.env.SSR) {...}, the useEffect is gone, but the imported unused code is still not eliminated.

Is there any way to avoid this?

"sideEffects": false plus if (!import.meta.env.SSR) {...} solves the problem. Now the only problem is that eslint false positively warns me about hooks cannot be used inside conditions. Any solution other than ignore?
