Document the scaper API

Need a post somewhere on the site that documents the JSON files produced by the scraper: vim-scraper/vim-scraper#55

Not sure if it's appropriate as a news post... Do we need a developer pages section?

Other items for developer pages would be:

• Bundle, Bundle!, BundleExec documentation so different tools can use the same .vimrc.
• A list of dos and donts for publishing a vim plugin using git.
