6.7.3 Document Information Dictionary check incomplete

I believe vera is not properly considering missing xmp entry as non-matching for document information entries.

For this file, Bild_PDFA.pdf, vera is giving it a pass.

it has an Info dictionary with CreationDate & ModDate entries.

But its XMP Metadata does not have xmp:CreateDate or xmp:ModDate

I think the correct interpretation of the spec requires them to EXIST and be the the same.
