`tests/misc/timeout` has intermittent failures

When implementing the fixes for gnu timeout #10254, my understanding was that the cause of the timeout flakiness was due to the overriding of the PIPE signal handler in the yes utility was not matching the GNU behavior and depending the timing of when the signal was over-ridden it would either succeed or fail. This should now be fixed and I have not seen this intermittent test failure happen in a while now.
