List classic: Triple click & drag inconsistencies

Triple click on a list item and drag the same to another position in the same list. It adds another element in the list and the position from where it is dragged from is also not removed

Checked in other editiors like google docs or TinyMCE where it is working as expected. Here is the video below of comparison with google docs

Slight simpler reproduction steps:

1. Create a list "1. one 2. two 3. three 4. four 5. [no text]" with the last item empty
2. Place the cursor at the start of "four" and press shift+down to create a hanging selection that ends on the next block
3. Press command+x (cut)
4. Place the cursor at the start of "two"
5. Press command+v (paste)

In Slate's list plugin, you get "1. one 2. four 3. two 4. three 5. [no text]" (correct)

In Plate's list plugin, you get "1. one 2. two 3. four 4. [no text] 5. three 6. [no text] 7. [no text]" (incorrect)
