[Windows] Python Environment different version cause the UI regressions

Python install manager 26.0

Test Result

Python Version	cmd.exe without Windows Terminal	power shell with Windows Terminal
v3.14	Render Problem: Not Showing Anything	Render Problem Not Showing Anything
v3.13	Behavior Same as v3.12	Behavior Same as v3.12
v3.12	CMD width need large than 110 otherwise cause Render Problem	The launch size must be at least 160 to prevent rendering issues.
