How to get a telemetry PR reviewed?

Hi all, I’m looking for the right reviewer for this PR:

#1818

It adds semconv-correct system prompt emission on chat spans:

• legacy: gen_ai.system.message
• latest experimental: gen_ai.system_instructions

This is the chat/model-span follow-up to the earlier discussion around #1452 / #1455, and is mainly motivated by the gap described in #822.

Who would be the best maintainer to review telemetry / OTEL semconv changes like this? And is there anything else you’d want to see before review?
