Feature: Support the STACKIT VPN API

The StackIT API Documentation lists a VPN API that is now in v1beta1: https://docs.api.eu01.stackit.cloud/documentation/vpn/version/v1beta1

I have a future project that will require setting up IPsec VPN tunnels and being able to use a managed service would be much nicer than having to manage som virtual firewall, and I would very much like to use Terraform to configure this so it fits in our Infrastructure as Code repo
