* chore(deps) upgrade gradle to 8.14.3, upgrade maven publish to 0.36.0

Dependabot tried to update the maven publish plugin to 0.35, which is
incompatible with gradle 8.7. Updated both plugin and gradle to fix this.

* chore(deps) replace EOL java 11 with 25 in build version matrix

* chore(deps) update spotless, gradle for java 25 compat
