Consider how best to include a CLI

Problem

We eventually want to generate a CLI to go with a program, but there's a few questions:

• does it go in clients/ or a new apps/ folder? We decided to go with clients/ until there are more apps/
• how do we reuse scripts between the CLI and rust client? in CI: Add CLI format / lint / test paladin-bladesmith/sol-stake-view-program#9 we added a flag, but there's a preference to avoid reusing scripts, and instead move things to utils scripts
