coordinate storing database on NFS

We want to store our database on NFS so that it's persistent and accessible without SLAC network access. We need to coordinate with the team that manages NFS on where to put the database, how to configure it, and how to access it.

@shilorigins From an infrastructure perspective, our DMZ(Most of our server) and production environments are intentionally designed to remain operational even when disconnected from the SLAC network, so I would suggest to run database on our host that are on DMZ network instead of production.
