Moodle cron with s6

As moodle requires cron to run every minute, performing many tasks (see https://docs.moodle.org/402/en/Cron), let's provide a cron setup "in-container" that would work locally / in k8s env etc.

I bet it needs backport for PHP 8.3 too

@nicolas-guerrier I think we get rid of 82-moodle at all but 83-moodle-unit needs backport cron changes
