refactor(resource-actions): retire open-in-page buttons — collapsing the chat is the expand

Every panel tab carried a ↗ that navigated to the standalone page, but with
the collapsible chat pane the panel already becomes that full-page view in
place. Removes the open actions for workflow, file, knowledge base, table,
log, page, file-folder, and integration tabs (five action components deleted
outright), keeping only the genuinely additive actions: run/stop workflow,
export CSV, and download file.
