I think adding Errno::ECONNABORTED to this rescue solves the problem...

Apologies for the nearly 2 month delay in response.

This is the code that was experiencing the error:

Presumably this is triggered (on Windows) when the socket cannot send/deliver packets.
IIRC, the server this was running on was hosting game files and was getting slammed with download requests causing the server to be effectively ddos'd at times.

I think adding Errno::ECONNABORTED to this rescue solves the problem...

That'd probably do it.
