[2027] flatten all namespaces

Only keep toplevel namespaces like wpilib, wpimath, ntcore, etc. Might make exceptions in wpiutil, we'll see.

Are you thinking of changing the namespaces in the bindings?
Or generating an __init__.py that imports the subpackages as * to flatten them there?
