Improve the overall rendering/viewport experience

There are multiple issues:

• Resizing sucks because we don't clean up GPU resources
• Running programs for a while also doesn't clean up GPU resources, bogging things down and causing visual glitches were models don't load or disappear randomly
• Everything is laggy when it really shouldn't be this bad (occlusion culling maybe?)
• It would be nice to improve the debug object pass somewhat, I know how to so I just need to apply it.
