This is a standard message when it can't reach the XML file. Are you able to open the XML file from affected PC?

It has been determined that the reason for this error is that the HTTP response is a 307, and it seems that redirects are not being followed. This is due to DDoS protection. The issue does not occur with other libraries or raw code. Perhaps this problem needs to be addressed?
