Fixes multiple bugs in the modlog highscore feature (#1388)

This fixes 3 bugs in modulo highscore:
1. Caps the embed to the top 10 moderators
2. Properly detects and shows moderators who have left
3. Adjusts function to account for processing time with interaction.defer
