Make 404 or 403 errors more explicit

At the moment, the CLI does not indicate that something is a 404 error.

$ scim http://synapse.localhost:8008/_synapse/admin/scim/v2 query serviceproviderconfig
Error: Expected type ServiceProviderConfig but got undefined object with no schema
```
