chore: untrack local Claude Code tooling from public repo

.claude/ and CLAUDE.md are developer-machine configuration for the Claude
Code harness (rules, local settings, project memory). They do not belong
in the public GitHub repo — they leak the local workflow and clutter the
submission. Add them to .gitignore and remove from tracking with
git rm --cached (files stay on disk).
