Goals

• Prevent "providers all the way down" scenarios
• Improve the network's reliability
• Temporarily punish suppliers who don't run their own nodes

Deliverables

• New sanction enum called SUPPLIER_USING_THIRD_PARTY_PROVIDER
• Apply a permanent sanction to these suppliers
• Telemetry to capture these scenarios
• A dashboard panel to capture the telemetry collected
