Add a section on the main downloads page that displays the current bugfix release for each release branch

Before the downloads page has been reworked, it contained the source tar balls of current PHP releases. This section also contained the exact version (e.g 8.4.X) of the current bugfix release.
The new downloads page doesn't contain this information at all. You manually need to switch to the source tarballs page to view the current release, which is imo not obvious.
Additional context
When you Google something like "php releases" the top three results are
https://www.php.net/releases/index.php: Only displays unsupported/old releases
https://php.watch/versions: 3rd party site
https://www.php.net/supported-versions.php: Only displays information on release branches, but not on current bugfix releases
