Myra is blocking php.net access from popular services like GitHub Actions, Hetzner, etc.

Services Affected

• depot.dev (AWS)
• Shared GitHub Action runners
• Hetzner
• Upcloud

Steps to reproduce

1. Provision a brand new VPS with Hetzner (or comparable)

2. Connect via SSH

3. Run curl command to get active releases

   curl https://www.php.net/releases/active.php

Expected behavior

• Access should be allowed (at least a number of requests per hour)
