[feat] Recursively Expand/Collapse All Project Folders #2126

It would be really handy to have an option that lets us recursively expand or collapse all project folders at once.
Describe the solution you'd like
Phoenix should have a '...' icon in the side panel, which, when clicked, displays options like 'Collapse all folders', 'Expand all folders', and 'Expand all folders at top level'.
