Windows are missing standard minimize, maximize and close buttons #9934

Description

@casparsch

Windows are missing standard minimize, maximize and close buttons

On pgadmin 9.14 (rocky-linux using gnome-classic) there were the standard buttons for windows to minimize, maximize and close a window. They are located on the title-bar.
After installing 9.15 they were gone. The actions can still be performed from the 'right'-click on the title-bar of the window or on the taskbar on the corresponding "tab" representing that window.
Note the preference: "Browser -> Tab settings" contains: "Query Tool". So those will be opened as separate windows and NOT as a tab.

To Reproduce

  1. Start with a machine with pgadmin 9.14 and change preference as described above.
  2. Make sure the separate Query-tool window has the default min/max/close buttons
  3. Close pgadmin
  4. Install pgadmin 9.15
  5. Reopen pgadmin
  6. Open a Query-Tool
  7. Buttons (min/max/close) are absent

Expected behavior
Having the min/max/close buttons on the window
