No tag display as standard user for shared servers since 9.15

Describe the bug

Since 9.15, standard users can not observe the connection tags defined from the pre-configured shared servers in servers.json. Tags are working as usual if connected as admin though.

To Reproduce

Steps to reproduce the behavior:

1. Define a servers.json in /pgadmin4/ with tags and shared "true".
2. Start pgadmin, connect as standard user, no tag shown.
3. Connect as admin user, tags are shown.

Expected behavior

Tags should be displayed even for standard users.

Error message

No error found.
