Integration plan for experimental records and collections resources

As a maintainer I need to review the concept of focusing our MCP resources into collections and records.

Acceptance criteria

• Plan and expand issues for integration experimental records and collections resources

Assumptions and questions

• POC of the collections and records MCP resources

• Work would be integrated into the flow of "experimental-context-management"

• Need to review API basic AND long term integration. API work has a second iteration for "maintenance mode" that's going to be popping up

Creating a unique MCP resource for each unique PF MCP category/section/group when category/section/groups are potentially infinite is not a viable long term solution. Enter, the records and collections concept, taking our MCP resources down to 2 primary resources.

Aspects of the "skills as tools" work under #186 and PF-4112 align well with this work as a follow up task since it simplifies our MCP resources and turns "skills" into a collection as opposed to its own unique MCP resource.
