fm: persist and load support bundle requests via per-variant tables
Extend fm_sitrep_insert to decompose BundleDataSelection into per-variant table rows. Extend fm_sitrep_read to reconstruct from per-variant tables. Add support_bundle_create_for_fm and support_bundle_data_selection datastore methods with tests.
