Clarify CPC and project TSC responsibilities and limitations

I'm going to be in Tokyo for tc39 on the 18th. Not sure I can commit to joining this specific call

The focus is a bit broader:

1. It's not mentioned in the CPC Charter what are the public communication responsibilities of projects and who has the final say.
2. It's not mentioned in most project charters that they are responsible for public communications, but they are actually acting like they own the channels.

I think this should be clarified/encoded in the CPC charter.
