Admin: Verify the source_url, publication_policy, license (and/or license_custom's url)

At minimum, the HTTP status should be a success code.

If a publication is frozen and/or if its retrieval status is NEVER, then error codes are allowed.

Perhaps this can be a management command run by cron, which reports broken URLs (by logging to stdout).
