Extract data dictionary flow

Script/code to get the REDCap data dictionary and put it into the repo for later processing.

I had a look: this is a single API request.

Some questions:

1. Should we use PyCap to interact with the REDCap API or just use requests to send whatever request we need? I would have voted for PyCap if it provided nicely typed models/classes for the API responses, but it doesn't. So it would just be a shorthand for the the API endpoints.
2. Should I save the data dict in the repo root as e.g. data_dictionary.json?

Hmmm, if you think requests is good enough, let's stick with that. I can't tell from PyCap how easy it might be to use relative to directly using the API as the docs are not the most comprehensive.

For the data dictionary... hmm, not in root. Maybe keep all downloaded files into raw/?

And then should we git track raw/?
The raw data is in data-raw/.

Ah, right. Hmmm maybe in scripts/? Since thats where we are also keeping the properties classes
