Feedback from looking at the Stimplus setup:
Images were flashed and the microSD card inserted into a RPi4 (4GB). No problem accessing the captive portal, but accessing the content itself was extremely slow (1-3 devices were connected at any one time).
Restarting the Pi (sometimes once, sometimes twice) seemed to solve the issue. It was not a matter of cache on the tablet as I made sure to try and access other/different ZIM files.
