Create custom list widget in OBS

Create a custom list widget in OBS which will eventually display the list of services and outputs for RFC 27.

See list of services in image below:

items in widget will be referenced by a unique id, so the display name can be modified.

This is already completed in experimental branch, but pending merge into the staging branch.
