Add staged indicator

Describe the feature

In the period before the package score scoring strategy (#1099) is fully researched and developed, we should first implement a simple staged indicator.

This will serve to clarify whether a library is currently in staged publishing. Once the package score is available, we can then consider how to further improve the overall security assessment.
