Jigsaw was recently updated ([see](https://github.com/dengwirda/jigsaw-python/pull/28)) and our workflow [file](https://github.com/noaa-ocs-modeling/OCSMesh/blob/51f109fd0c8c2e705598d8569c6944845419931a/.github/workflows/functional_test_2.yml) no longer works. I need to update the workflows.
