Based on discussion in NixOS/nixpkgs#433006, NixOS/nixpkgs#434339, and rhaiscript/lsp#108, I think we can close this.

Adding a package to nixpkgs is currently blocked on upstream adding a lockfile, and it seems like upstream is currently unable to maintain their project. It hasn't been committed to in three years.
