Improve UX of smart picker (especially for collectives)

Describe the bug
The smart picker offers a lot of options, but both ordering and wording of the options can be improved

• Options like "Todo list", "Table", "Info callout" should be prioritized and probably come as first
• "New spreadsheet" and "new whiteboard" should be available when integrations are installed and come afterwards
• Deck boards/cards are more likely to be linked than Talk conversions, so they should be swapped
• Within Collective, option "Collective pages" should be named "Link another page" instead (but stay first option)
• Third option in Collectives is "Files" to link a file from the users private folder. Should be renamed to "Link a file" and probably should be hide completely when opened from Collectives.

Also, "New document" in the menubar attachments submen should be renamed to "New office document" to avoid confusion in Collectives.
