Reading huge CSV file

Hey! I've got a big CSV from the French government. It weighs ~1.4GB. I've tried to parsed it, but yq takes all my memory and doesn't ouput something (it's being killed by the almighty OOM killer). My latest try consumed around 20GiB of memory before being killed. I kinda don't want to create a swap file just for this. Is there a way (maybe like a pager like less) to read and filter the data?

You'll need some sort of stream parsing tool - which yq is not one of....either that or chop the doc up and do some sort of map reduce...again yq does not have built in support for this
