Tool descriptions don't mention any languages

The TPI says

Check that the tool description spells out the supported languages

No tool description mentions any languages. That's true for the tool descriptions inside the request, and in the UI.

@kieferrm from the logs you attached for #297585 I do see that they are spelled out. Tho, the tool is still registered even when no support exists. Also, the user description isn't updated.

I have a change ready but turns out the tools picker never picks up the new descriptions... @aeschli can you help here?

Maybe userDescription vs modelDescription` ?

@aeschli What #297684 does is that it updates the description a couple of times, each time the tool is unregistered and reregistered with only the description changing: (1) "Rename support: Java", (2) "Rename supports Java, TypeScript, JavaScript", (3) "Rename supports Java, TypeScript, JavaScript, CSS"

Those updates I don't see reflected in the tools picker
