Allow inlay hints to be region disabled much like clang-format can be disabled

If trying to make an aligned table inlay hints destroy readability rather that improve it even if in other parts of the code they are usefull. I suggest a magic tag

@bradphelan You could potentially work around that via the editor.inlayHints.enabled "onUnlessPressed" setting to press a key combo to turn it off when viewing the region.

@bradphelan Do you know of any other tools that implement inlay hint region disabling? Ideally, the syntax would match and be usable across IDE's such as VS or whatever else.

No I don't know of any other tools. Probably such an edge case it's not worth implementing
