Repro Steps:

1. Create a Windows Premium/Consumption function app.
2. Right click this function app and execute "Start Streaming Logs" action, a confirmation dialog pops up.
3. Create a Windows function app hosted on an App Service Plan and execute "Start Streaming Logs" action.
4. Check whether the confirmation dialog pops up.

Expect:
The confirmation dialog pops up.

Actual:
No confirmation dialog pops up.

The dialog pops up when executing "Start Streaming Logs" action for Windows Premium/Consumption function app. But fail to execute the action due to known issue #4856.
