Create Claude plugin with Azure MCP and related tools

Describe the bug

Covers creating a Claude plugin in https://github.com/anthropics/claude-plugins-official the includes Azure MCP and relevant agents and skills.

Expected behavior

The GitHub Copilot for Azure functionality available in VS and VS Code is easily available in Claude tools.

Actual behavior

The Azure MCP server can be installed manually but currently we do not have a plugin that brings it together with skills/agents.
