Steps to reproduce

Use a laptop with a dedicated Copilot key (LG Gram 2025 model).

Open PowerToys Keyboard Manager and remap the Copilot key - recognized as Win (Left) + Shift (Left) + F23 - to Ctrl (Right).

Verify the remapping works locally (e.g., in Notepad).

Launch a virtual desktop session using Citrix Workspace.

Attempt to use the remapped key (Right Ctrl) inside the Citrix environment (e.g., Copilot + C for copy).
✔️ Expected Behavior
The remapped key should be intercepted by PowerToys on the local machine and sent to the Citrix session as a Right Ctrl input.
❌ Actual Behavior
The remapping is ignored within the Citrix virtual desktop. The key either performs no action or continues to trigger the default Copilot behavior, while other standard local remappings also fail to pass through correctly unless "TransparentKeyPassthrough" is set to "Local" (which unfortunately breaks Alt+Tab functionality).

Privileges: Administrator on the local machine, standard user within the Citrix virtual environment.
Hardware: LG Gram 2025.
Note: I have already tried running PowerToys as Administrator and experimenting with Citrix registry keys (HKEY_CURRENT_USER\Software\Citrix\ICA Client\Engine\Lockdown Profiles\All Regions\Lockdown\Virtual Channels\Keyboard). I found that the remapping only works if TransparentKeyPassthrough is set to Local in the Citrix registry. However, this is not a viable solution as it breaks native shortcuts like Alt+Tab (which then only switches local windows). I am looking for a way for PowerToys to hook the key correctly into Citrix's internal shortcut management.
Any help would be greatly appreciated for maintaining the great tool! I will also open a support ticket with Citrix and providing them with a link to this GitHub issue to see if a resolution can be found from their side as well.
