[Feature Request] buzzer disabled by default

Currently the buzzer is enabled by default when many users prefer to have it off.

There is a persistent setting once disabled by the user however it might be better to be disabled by default.

A user can still enable it and that would persist across reboots as it does now.

It seems common that the first thing many people without display ask is how to disable the buzzer. The rak tag can be accidentally reset which resets the buzzer preference.

I'm happy to make the change if there is interest.
